Andrew Carnegie called the public library “The People’s University,” believing it to be an essential institution of learning for people of all ages. Today, the Ohio County Public Library seeks to continue to assist local residents in the pursuit of knowledge and education. Upper Ohio Valley Festival of Books, People's University classes, and the popular weekly Lunch With Books are just a sampling of the programs that offer life long learning opportunities to the public.

Launched in 2014, the Upper Ohio Valley Festival of Books is an annual celebration of the literary arts held at the Ohio County Public Library in Wheeling, West Virginia. A project of the Wheeling Arts & Cultural Commission, the festival is traditionally sponsored by the Ohio County Public Library in partnerships in the past with West Virginia Library Commission and Center for the Book, Wheeling Heritage, and the Elbin Library at West Liberty University.
Every summer the Ohio County Public Library offers unique and fun opportunities for patrons to participate in our Summer Reading Program. Our 2020 Summer Reading Challenge revolves around the theme "Reading Takes You Places." We may all be stuck social distancing and staying at home, but through the power of books, you can go anywhere. Where do you want to go this summer? This summer we'll be heading to Europe, Asia, Australia, Antarctica, Africa, South America, and back home - with books, reading takes you everywhere.
